Detailed assessment of the current situation of football participation in England.

Despite investing heavily into the grassroots football, primarily through the County FAs, delivery programmes and facilities, The FA did not have an oversight of the participation landscape or clarity on the impact of the investment. As a result, the FA needed an independent and comprehensive review of football participation with the aim to determine how they could maximise their return on investment into football participation. 

We conducted a detailed assessment of the current situation of football in England. Furthermore, we outlined implications for the organisation and suggested a strategy to maximise return on investment in the future. 

We also aligned the National Game Board and senior management around recommendations and road map for change.

Our approach

We conducted an evidence-based process having analysed 100+ data sources with a 12-part framework to assess the football landscape, across the demand, supply and enablers of participation. 

We also consulted with c.50 key stakeholders and staff to compliment the analysis.
